## What Vectelos Does

Vectelos ingests commercial invoices, proforma invoices, and supplier quotations
(PDF, JPG, PNG) and returns a complete pre-shipment landed cost audit. For every
line item on a trade document, Vectelos:

1. Extracts structured data (description, quantity, unit price, country of origin)
2. Ranks candidate classifications against the official USITC Harmonized Tariff
   Schedule of the United States — 13,801 lines across all 99 chapters
3. Applies duty rates from that reference index
4. Stacks Section 301 China punitive tariffs (7.5%–25% per List 1–4A)
5. Stacks Section 232 steel and aluminum national security surcharges
6. Stacks Anti-Dumping (AD) and Countervailing (CVD) duty orders by origin country
7. Generates a PDF estimate packet with GRI rationale and a statement of limitations.

## Key Technical Facts

- Reference index: the official USITC Harmonized Tariff Schedule of the United
  States, 13,801 tariff lines across all 99 chapters, ingested from the USITC
  REST export rather than reconstructed from WCO headings.
- Trade Remedy Coverage: Section 301 (both the China List 1-4A action and the
  country-wide action at U.S. note 52) and Section 232 (steel, aluminium,
  copper and derivatives), each computed from the U.S. Notes to Chapter 99
  rather than from a hand-maintained rate table. The IEEPA tariffs were struck
  down by the Supreme Court on 2026-02-20 and are not applied.
  Anti-dumping and countervailing duty is an ESTIMATE ONLY: those rates are set
  per case and per exporter in Commerce Department orders, are revised on
  administrative review, and are not part of the tariff schedule.
- Fees: merchandise processing fee and harbor maintenance fee included, with the
  assumptions behind them stated on the estimate.
- What is NOT determined: Section 301 product exclusions, the Section 232 15%
  metal-weight test, and the conditional exemptions in U.S. note 52 are surfaced
  as caveats on the line rather than resolved. They need a licensed broker.
- Document Formats: Digital PDFs (fast-path), scanned PDFs, JPG, PNG, WebP
- AI Model: Google Gemini (multimodal vision + structured output)
- Security: Zero Doc Store — uploaded documents are never written to disk. A
  completed analysis is cleared the moment you download it, and in all cases
  within 30 minutes; results fetched with an API key are kept up to 24 hours so
  a batch can be collected. We keep no copy of your document data.
